Terms of reference
Terms of reference refers to a written document which describes the purpose and structure of a project in this case the objectives of North Tyneside Primary Care Trust’s (PCT) equality and diversity group.
Purpose of group
- To provide a regular opportunity to collectively discuss equality and diversity issues with colleagues from across the PCT and to share knowledge and collective intelligence
- To provide an opportunity to consider wider equality and diversity issues in respect of employment, service provision and service development and commissioning
- To develop and agree a performance management framework for equality and diversity and appropriate action plans to support its implementation. To ensure performance on equality and diversity issues is reported to the appropriate forums.
- To review and update the PCT’s race equality scheme and to develop a scheme to cover the range of equality and diversity issues
- To identify training and development requirements around equality and diversity and to ensure their delivery.
- To bring together those with an interest in and expertise around the range of discrimination issues
- To identify resources required to support the PCT in meeting its obligations under the appropriate legislation.
Ensure new policies, procedures and functions are developed in accordance with equality and diversity principles and screened for potential adverse impact.
Expected outcomes
- Wider knowledge of equality and diversity individually and collectively
- Awareness of legislative changes affecting both service delivery, services planning and human resources issues
- Proactive approach to planning requirements
- A more co-ordinated approach to equality and diversity
- To ensure improvements in equality and diversity performance are delivered
Membership
Membership includes representatives from each of the following groups:
- Non-executive directors
- Primary care (independent contractors)
- Clinical quality and performance
- Services provision/service delivery
- Commissioning
- Patient, public and carer involvement
- Information management
- Community health development unit (CHDU)
- Communications
The equality and diversity group meets monthly and reports to the board via the performance management group.
